Financial Management Associate Program (FMAP)
The Department of the Navy (DON) Financial Management
Associate Program is a mid-level career-development program within the
financial management (FM) community of the Department of the Navy.
Successful applicants will have:

a conferred or soon to be obtained Master of Business
Administration (MBA) degree, or other FM-related graduate degree obtained
within the last 2 years
·
veterans, who were unable to seek a civil service position due to
their military service obligation, must have completed a qualifying degree
within the last 6 years
·
a minimum of 2 years of relevant
FM analyst work experience (either with the private sector or the federal
government, including uniformed military experience)
·
·
Enthusiasm
and energy to work in a challenging and rewarding career field.
Successful applicants will be assigned to an organization within
the DON and given challenging developmental assignments for two years. Upon
completion of these assignments, and given an appropriate level of performance,
the Associate will be permanently placed within that organization, and will be
fully integrated into that command’s workforce.
Employment Opportunities:
The DON is seeking applicants, predominantly for commands in the
San Diego and Washington, DC Metro areas, though commands may be in other
locations. Commands are generally headquarters organizations that deal with a
myriad of areas, such as: design, development and acquisition of weapon systems;
medical support for our Sailors and Marines worldwide; operational support of
Navy and Marine Corps bases and stations; policy determinations in these areas;
and securing the resources – financial and human capital - to support these
Commands.

Pay and Benefits:
Most of the Department of Defense uses the General Schedule Pay Scale. This pay scale uses grades and steps to
indicate the compensation for a particular position. All DON Financial
Management Associates will be hired as GS9
employees. For more information

Under GS, an employee’s
total salary consists of their base pay plus locality pay. The locality pay is
a percentage of the employee’s base pay that varies based on the geographical
location of the command. For 2011
the locality pay for the Washington, DC area is 24.22 percent. By way of example, an associate hired in the DC
area in 2011 with base pay of $41,563 would have 24.22 percent added to that for a total salary of $51,630. In some cases, individual
compensation packages may include a student loan repayment amount and/or a
relocation bonus. Given an appropriate level of performance, each Associate
will have the opportunity to be promoted to the next highest grade each year of
the program (GS9 to 11 to 12). Upon graduation the Associate will be placed in
a permanent position with a full performance level of a GS13. This means that
once the employee satisfies time-in-grade requirements, the employee can be
promoted non-competitively to a GS-13, assuming appropriate performance.
In addition to the salary opportunities discussed above, the
program offers some other great benefits. At your option, the total
compensation package can also include the Federal Employee Health Benefits
Program and Federal Employee Group Life Insurance. Each Associate will
have the excellent federal leave plans (sick and annual leave) and alternative
work schedules (where available), be part of the Federal Employees Retirement
System (FERS), and have the opportunity to participate in the Thrift Savings
Plan (TSP) and the Civilian Employee Assistance Program (CEAP).

service to their country by joining the Navy and Marine Corps civilian team!
