Dr. Douglas A. Brook is Assistant Secretary of the Navy
(Financial Management & Comptroller). Prior to reporting to the Pentagon,
he was Professor of Public Policy and Director of the Center for Defense
Management Reform at the Naval Postgraduate School in Monterey, California.
From 2002 until 2005, Dr. Brook was Dean of the NPS Graduate School of Business
and Public Policy.
Before joining NPS, Dr. Brook was Vice President -
Government Affairs for The LTV Corporation.
Prior to joining LTV, Brook served in two Presidentially-appointed
positions. In 1992 he was Acting Director of the U. S. Office of Personnel
Management (OPM), the central personnel management agency of the Federal
government. From 1990 to 1992 Brook was Assistant Secretary of the Army for
Financial Management.
Dr. Brook began his career as Director of Public Finance of
the National Association of Manufacturers in New York. Subsequently, he joined
the Libbey-Owens-Ford Company and served as Vice President and head of the
company’s Washington, D. C., office. In 1982 he founded Brook Associates, Inc.,
a public affairs consulting business serving corporate and trade association
clients, which he managed until assuming duties at the Pentagon. He also served
two elected terms on the Town Council of Vienna, Virginia.
Dr. Brook grew up in East Detroit, Michigan. He attended
the University of Michigan, graduating with a Bachelor of Arts degree in
political science in 1965 and a Master of Public Administration degree in 1967.
In 2001 he earned his Ph.D. in Public Policy at George Mason University. He
also completed the 1977 Executive Program at the University of Virginia’s
Colgate Darden Graduate School of Business Administration.
Brook served on active duty as a Navy Supply Corps officer
and was a member of the Naval Reserve for 30 years. He retired with the rank of
Captain.
